The Journal is a top-notch outlet for refereed papers in computing algorithms. The topics are varied: graph theory, optimization, computational geometry, and just about anything else people do with computers. Each paper here is narrow, perhaps just one variation on a tree-based search, but coverage is exhaustive. You can expect to see detailed analyses of complexity, variations applicable to many classes of problems, and comparisons to existing techniques.
Everyone serious about advanced computing and computing theory should have access to this journal, among many others. If you can get to it in a research library, that's probably enough. When a topic has meaning to your work, you'll want the full detail. Topics are so specialized, however, that matches to your interests may be uncommon. If you're stocking a personal library, you're likely to find other journals more immediately useful.
